Community Services Council of Woodbury
Supplemental Fuel and Energy Assistance
CSCW runs a Supplemental Fuel and Energy Assistance Relief Program to help residents with short-term emergency heating and utility costs.
Step 1: Start With the Woodbury’s Director of Social Services First
For fuel and energy assistance, the first call to make is to the Town of Woodbury’s Director of Social Services at 203-263-4117. They can check your eligibility for state and federal energy assistance programs and help you apply.
The Supplemental Fuel and Energy Assistance of Woodbury is here first and foremost for Woodbury residents.
If you live outside of Woodbury, 211 Connecticut can help connect you with assistance closer to home.
Step 2: Contact CSCW’s Executive Director for additional support
Once you’ve connected with the Town of Woodbury Social Services Director, the Community Services Council of Woodbury is here for the gap. We offer supplemental fuel and energy assistance to help keep your home warm when state and federal resources aren’t enough on their own.
It’s important to be clear about the role we play. We’re an independent, community-based resource that provides supplemental support during times of genuine need. While we aren’t designed to be a sole or ongoing source of assistance, we can help when an unexpected hardship or crisis leaves you struggling to meet an immediate need.
Our approach is simple and judgment-free. We don’t determine whether someone deserves help based on the assets they may have or assumptions about their circumstances. Instead, we focus on what you’re facing right now, what resources may already be available to you, and how we can help you get through a difficult moment and move forward.

How to Request Supplemental Energy and Fuel Assistance from CSCW
The best first step is simply to call our Executive Director, who will talk through your situation with you, help you understand what support is available, and walk you through next steps together. Part of that conversation often includes talking through your budget and what a sustainable path forward looks like — not because we’re checking up on you, but because our goal isn’t just to help once. It’s to help you build lasting stability

Frequently asked questions
Who is eligible for supplemental fuel and energy assistance?
Our program is here first and foremost for Woodbury residents facing a short-term heating or utility emergency. If you live outside of Woodbury, call 211 Connecticut and they can connect you with assistance closer to home.
Where should I start?
Start with the Town of Woodbury’s Director of Social Services at 203-263-4117. They can check your eligibility for state and federal programs, like the Connecticut Energy Assistance Program (CEAP), and help you apply. CSCW can then help fill the gap.
Why do I need to contact the Town of Woodbury first?
State and federal programs can often provide more help, for longer, than we can. Starting with the Woodbury Social Services Director makes sure you receive every benefit you qualify for, and CSCW’s supplemental support can then help with what remains.
What types of energy costs can CSCW help with?
Short-term help with heating oil, propane, natural gas, and electric bills.
I’m almost out of heating oil or propane. What should I do?
Call CSCW at 203-263-3869 right away, and contact the Town at 203-263-4117 as well. Please don’t wait until your tank is empty. Reaching out early gives everyone more time to help arrange a delivery.
I received a shutoff or disconnection notice. Can you help?
Yes. Please call us and the Town as soon as you receive the notice. It’s also a good idea to call your utility company directly. Connecticut has winter protections that may prevent heat-related shutoffs for households facing financial hardship, and payment plans may be available.
What should I have ready when I call?
Your most recent fuel or utility bill (or past-due or shutoff notice), your account number, your fuel company’s name, and a general sense of your household’s income and monthly expenses. Don’t let missing paperwork stop you from calling. We’ll walk you through it.
Is CSCW an ongoing source of support?
We provide supplemental support during times of genuine need. We aren’t designed to be a sole or ongoing source of assistance, but we can help when an unexpected hardship or crisis leaves you struggling to meet an immediate need.
Will I be judged on my situation or assets?
No. Our approach is judgment-free. We focus on what you’re facing right now, what resources may already be available to you, and how we can help you move forward.
Is my information kept private?
Yes. Your conversations with us are handled with care and kept confidential.
How can I help a neighbor stay warm this winter?
Donations to our Supplemental Fuel and Energy Assistance Program go directly toward helping Woodbury residents with heating and utility costs.
